Summary

This position is located at a Forest Service Job Corps Civilian Conservation Center.

This position serves as the principal assistant to the Administrative Officer with responsibility for accomplishing a variety of Center support services.

Responsibilities

• The incumbent is responsible for performing duties in the areas of: Budget - Provides technical advice and assistance to managers on matters associated with work planning and budget preparation.
• Procurement - supervises the Purchasing Agent who is directly responsible for: Purchasing or contracting for supplies, equipment, and services through open market purchase by blanket arrangement, cash, government credit cards, third part draft etc.
• Personnel Services - as the Center?s procedural expert on personnel matters, keeps other members of the Center staff current and informed on policies, rules, and regulations.
• Office Services - responsible for leadership and direction of functions relating to mail services, typing services, space allocation, property management, communications, building security, directives, forms and reports, library and files etc.
• Property Management - may assist with the administration of the Center?s property management program for non-expendable equipment which includes responsibility for analyzing maintenance and repair frequency and costs

• Must be a U.S. Citizen or National.

• Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Specialized Experience Requirement:

For the GS-07: One year of specialized experience equivalent to GS-06. Specialized experience refers to a majority of the following examples. Examples include: Directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.; monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization; and directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

Or

One full year (18 semester/27 quarter hours) of successfully completed graduate level education if the coursework is directly related to the work of the position (for example Business or Public Administration, or other administrative or management fields related to the position being filled)

Or

Combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

For the GS-08: One year of specialized experience equivalent to GS-07. Specialized experience refers to a majority of the following examples. Examples include: Working as a management analyst or other related occupation that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Providing guidance on current planning and budget directives and providing updated cost figures. Overseeing the purchasing and/or contracting of supplies and equipment. Serving as an expert on personnel matters and/or responsible for leadership and direction of functions relating to mail services, typing services, space allocation and property management.

Or

Two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (for example Business or Public Administration, or other administrative or management fields related to the position being filled)

Or

Combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
