Job Description:

An employee in this position may be assigned to one of several functions within the enforcement division including:

  • Uniformed Patrol
  • Animal Control
  • Behavioral Health Urgent Care
  • School Resource OfficerAn employee in this class performs a variety of law enforcement duties on an assigned shift. Work includes serving legal papers, attending court, answering calls for service and patrolling the county in an official vehicle to deter crime or apprehend violators or suspects. Tact and firmness are required in frequent public contact. Work is performed in accordance with established policies and procedures of the sheriff's office and is supplemented by frequent specific instructions. The employee is subject to the usual hazards of law enforcement work. Work is performed under the general supervision of a Patrol Area Leader and Patrol Shift Supervisor and is evaluated in terms of adherence to departmental policies and procedures and the effectiveness with which assigned duties are performed.SPECIAL REQUIREMENTS
    • Certification as a law enforcement officer in accordance with the North Carolina Sheriff's Training and Standards Commission or the North Carolina Criminal Justice Education and Training Standards Commission.
    • Possession of a valid North Carolina driver's license.
    • Must be 21 years of age.
    • Graduation from high school or an equivalent combination of experience and training.EXAMPLES OF WORKAn employee in this position may be assigned to one of several functions within the enforcement division including uniformed Patrol, Animal Control, Behavioral Health Urgent Care or School Resource Officer.Uniformed Patrol- Patrols an assigned area of the county;-- inspects troublesome areas and checks security of business establishments; answers complaint-- calls and assists in investigating crimes and disturbances; interviews witnesses; gathers evidence; interrogates suspects and makes arrests; prepares investigation reports. Serves legal papers such as summons, warrants, capiases, commitment papers, and special court orders; uses directories and other means to locate designated parties; explains briefly the meaning of papers and makes arrests when necessary.Appears in court as a witness to give testimony. Cooperates with law enforcement officers of other governmental units in making investigations and arrest.Animal Control- Responds to citizen requests for services and captures stray, diseased and bothersome animals. Picks up dead or injured animals and assures they are disposed of properly. Maintains records of locations where animals were picked up. Checks dog licenses and issues citations for violations of county ordinances. Testifies in court against owners who have ignored warnings about possible ordinance violations. Takes injured animals or animals in violation of county ordinances to the animal shelter.Behavioral Health Urgent Care- Provides law enforcement services for the Behavioral Health Urgent Care center. Patrols facility, checks property, follows up on disturbances as well as arrests Violators of the law. Serve IVC papers and complete return of service. Transport respondents to area facilities. Enforces the federal, state and local laws. Assists other local, state and federal agencies in their law enforcement functions. Prepares reports as required by office policy.School Resource Officer- Handle all calls for service on the school grounds during school hours whether dispatched by the Sheriff's Office or by school officials. The SRO reserves the right, after consultation with Sheriff's Office supervisors, to request assistance from other officers and/or divisions from the Buncombe County Sheriff's Office, or officers from other law enforcement agencies as needed. Interact with students as often as possible by taking a high visibility role during such times as lunch, class changes, bus loading areas, student drop off and other student events. Complete and submit any and all reports and forms required by the Sheriff's Office and by the school in order to insure a successful operation of the SRO program. The School Resource Officer shall serve at all times as a role model to students by demonstrating appropriate attitudes, behavior, courtesy, and respect.-- The Officer must understand the importance of mentoring students and serving the students as well as the school administration.KNOWLEDGE, SKILLS, AND ABILITIESWorking knowledge of modern law enforcement practices and procedures. Working knowledge of federal, state, and local laws pertaining to law enforcement work. Working knowledge of the locations of streets, roads, highways and the geography and socioeconomic characteristics of the county. Working knowledge of the content and purpose of legal papers and the practices involved in serving them. Some knowledge of the standard practices, materials, techniques, and equipment associated with the Patrol Division. Skill in the use of firearms and other law enforcement equipment. Ability to exercise sound judgment in emergency and routine situations and to adopt quick, effective and reasonable courses of action. Ability to apply interpretation of laws to specific situations. Ability to prepare clear and concise reports. Ability to present court testimony effectively. Ability to establish and maintain effective working relationships as necessitated by work assignments.ADDITIONAL INFORMATION
      • Two years' experience as a certified law enforcement or detention officer is preferred.
      • Must be willing to work nights and weekends.
      • Uniformed Patrol/Animal Control/Behavioral Health Urgent Care positions are 12 hour shifts, 84 hour bi-wkly.
      • School Resource positions are 80 hour bi-weekly.
